Opening of Consultation Procedure on Proposed Revision of Airport Charges 2024 - 2027
The Decree n.1 dated 24/01/2012, converted into law n. 27 of 24 March 2012, implementing the 2009/12/EC Directive on Airport Charges, entrusts the Italian Regulatory Authority for Transport (ART) with supervisory responsibilities and financial regulation tasks, including the approval of airport charging schemes and the level of charges themselves.
On March 9, 2023, the Authority, through Resolution No. 38/2023 (the "Resolution"), approved the new models of airport fee regulation, which provide for their application to all fee review proceedings that are initiated on or after April 1, 2023.
The Company "Aeroporto Valerio Catullo di Verona Villafranca Spa", concessionaire for the management and development of Verona Airport, has started the airport charges redefinition procedure for the period 2024 - 2027. In application of the provisions of Measure 1 in point 3 of Annex A to Resolution No. 38/2023, the Company has identified 2022 as the base year for defining the level of fees and charges for the 2024-2027 tariff period (hereinafter the "Base Year").
The revision of Verona Airport charges is intended to support the investment plan put forward by the Company, partly already under way, scheduled during the Regulatory Period 2024 – 2027. On the whole, this plan will improve Verona Airport’s infrastructures and their overall service quality, for better Users satisfaction.
The planned development has been defined in such a way as to be fully sustainable as far as the environment and the safety/security are concerned, in compliance with the most advanced best-practices in airport operations.
According to the art. 6.2 and 6.3 of Model A, on 21 May 2024 Aeroporto Valerio Catullo di Verona Villafranca Spa notified to ART to have scheduled for 21 June 2024 the launch of the Airport Users Consultation on the proposed revision of Airport Charges for the Regulatory Period 2024 - 2027.
By acknowledgement of notification receipt published by ART on its website (Aeroporto di Verona: avviso di intervenuta notifica di avvio della consultazione degli utenti per la modifica dei diritti aeroportuali - Autorità di Regolazione dei Trasporti (autorita-trasporti.it), the Users Consultation has been formally opened.
Verona Airport provides the "Consultation Document" containing the information/documentation as per paragraph 7.1.1 of Model A (ART-Airport-Charges-Regulatory-Models-Annex-A-to-Decision-38_2023_def-1.pdf (autorita-trasporti.it).
How to access the relevant documentation
All documentation concerning the proposed revision of Airport Charges for the Regulatory Period 2024 - 2027 is available to Users for the entire Consultation period.
In compliance with Model A, all the Users, who wish to access the documentation concerning the proposed revision of airport charges, are invited to:
- Please register using the link below, selecting as request Reason "Consultazione/Monitoraggio Tariffe" and wait for a confirmation email;
- Please log in and fill the accreditation form below, attaching the confidentiality agreement duly filled and signed and an identity document;
- Please wait for the authorization that will be sent by email and which will give access to the relevant documentation.
Users already registered shall log in and fill the accreditation form below, attaching the confidentiality agreement duly filled and signed and an identity document.
Verona Airport reserves the right to deny access to unqualified Airport Users.
In compliance with Measure 1 point n. 37 of Annex "A" to Resolution n. 38/2023, "Airport User" is defined as any person or corporate body carrying passengers, mail and freight by air to and from the airport involved in the Consultation procedure.

Public hearing
According to Regulation Model, the public hearing has been scheduled for 23 July 2024 from 11:00 to 17:00 at Verona Airport's headquarter in Caselle di Sommacampagna, 37066 (VR) by Civil Air Terminal.
In order to ensure the widest possible participation in the hearing, users may participate by electronic connection.
In order to facilitate the organization of this event, Airport Users interested in attending the public hearing are kindly requested to confirm their participation within 18 July 2024 to the email address pec.segreteria@aeroportoverona.telecompost.it.
According to art. 6.4.2 point 6 of Model A all participants must have a formalized authorization to attend the public hearing.

In order to optimise the organization of the public hearing, interested users are kindly invited to submit their requests for clarification and comments to the certified email address pec.segreteria@aeroportoverona.telecompost.it and to the Authority within 18 July 2024.
